The 15th Plenary Session of the China-Russia Friendship Committee for Peace and Development (CRFCPD) was held on Sept. 15, 2025 in Vladivostok. Chinese President Xi Jinping and Russian President Vladimir Putin extended congratulatory messages to the plenary session. Li Hongzhong, vice-chairman of China's National People's Congress Standing Committee, and Boris Titov, Russian President's special envoy for relations with international organizations to achieve Sustainable Development Goals and the Russian chair of the CRFCPD, co-chaired the session.
Zhao Yingmin, President of the BRI International Green Development Coalition (BRIGC) and Chinese chair of the CRFCPD sub-committee on ecology and environment, attended the plenary session and introduced the work of the sub-committee. The sub-committee on ecology and environment, since its establishment in 2015, has fully implemented agreements between Russia and China on strengthening exchanges and cooperation in ecology and environment and supported environment-related activities within the framework of Shanghai Cooperation Organization (SCO), BRICS and Euro-Asia Economic Forum. The sub-committee has organized a series of seminars and workshops on environmental-friendly technologies, climate change response, solid waste treatment, ESG and other topics to promote exchanges and cooperation between businesses and research organizations of the two countries. In addition, the sub-committee has complied and translated six editions of Major Ecological and Environmental Laws and Regulations of the People's Republic of China and published the Chinese translation of Belt and Road Ecological and Environmental Protection: Major Environmental Laws and Regulations in Russia, Solid Waste Treatment in Russia: Laws, Regulations and Standards, Environmental Management in Russia and other monographs to facilitate understanding and research in related fields.
Zhao Yingmin expressed that the sub-committee will, under the guidance of CRFCPD, act as the main channel for people-to-people exchanges in ecology and environment, promote more fruitful outcomes in exchanges and cooperation between the two peoples in green and low-carbon development and ecological and environmental protection in the new era, and make greater contributions to consolidating bilateral ties in green development, environmental protection and people-to-people exchanges.
